This is possible this way:

1. Get the NDK apk.
2. Get any Apk Editor.
3. Edit the NDK & change the Target Api.
4. Install it & No Need to run it because it won’t.
5. Open AIDE & Create an NDK Project

It shall start installing the binaries.
